

THE QUESTION OF KOSOVO :
FROM THE INTERNATIONAL PROTECTORATE
TO A REDEFINITION OF INTERNATIONAL ENGAGEMENT
Nowadays, a workshop on Kosovo represents more than just the issue of a region leaving an interethnic conflict. Almost ten years after the military intervention of NATO in 1999, the question on the status of Kosovo has reached an unprecedented scale and exceeds the Balkans’ framework. Since the last EU enlargement in early 2007, the region is entirely bordered by the European Union without being a part of it. Thus, the EU is strongly encouraged to take over the responsibility for the future of the region, and especially for Kosovo.
The goal of the workshop, held on May 6th 2008 at the European undergraduate campus of Sciences Po Paris in Dijon, was to organize a conference reuniting practitioners and researchers for a genuine exchange of ideas, information and political visions on the future of Kosovo in order to discuss possible solutions for the new challenges of the region.
This project is the initiative of eight students of six different nationalities (Albanian, Czech, French, German, Hungarian, and Romanian), enrolled in the Master of International Affairs at Sciences Po Paris. They succeeded to reunite 23 researchers and practitioners specialized on the Balkan region in order to realize a real exchange of ideas, information and political visions on the future of Kosovo.
It’s an honor for us to share with you the publication entitled “The question of Kosovo: from the international protectorate to a redefinition of international engagement”, reuniting the propositions and written contributions of the participants of this workshop held on May 6th 2008 in Dijon.
The choice of the publication’s date, Sunday, 15th of June 2008, is not without importance, since the constitution of Kosovo came into force today. Ten years after NATO’s military intervention, the question of Kosovo remains a major European and international concern. The international community is, therefore, asked to redefine its international engagement in the region. Our wish is that this document can serve as a reference for the future development of the region.
